Legacy Club in The Village

The Legacy Club proposal is a three-story, 101-unit senior communal living complex located on community recreation property behind the Coto Valley Country Club in planning Area 20.

OPPOSED

The Village HOA residents overwhelmingly oppose this project, with lots of support from neighboring communities.

The developer, once inviting community input, has refused to honor the community's CC&Rs with this high density development replacing long-standing recreation area. They are circumventing the legal process as they proposed to the community early on and are instead going directly to the County, inviting legal challenges.

Coto Conservancy supports the original vision of Coto de Caza, including protection of all open space, recreation and amenities for young and old.

The General Store

Specialty food store and sandwich shop with additional retail businesses.


As of August 2019 the property has changed hands.  It is our understanding that the new owners plan to implement the project design as proposed to the community two years ago and approved by the county.

Lyon Subdivision

The (William) Lyon subdivision, first proposed in 1988;  Twenty-five additional single family residential lots, Planning Area 7.

Coto Conservancy is "In Favor" of the project as presented to the Orange County Public Works Department in 2017.

Oak Grove Residental Proposal (former Merryhill School property)

After five incomplete planning application submissions to the County since 2016, the application was deemed complete in 2019. However, as of August 2021, the County is waiting for additional documentation from the applicant.


> Coto Conservancy Position

Opposed

Agents of Oak Grove have socialized several different versions of the proposed development to the community at large - all of which are opposed by Coto Conservancy.

Coto Conservancy opposes rezoning of Planning Area 21 - defined in the Coto Specific Plan as a  Community/Commercial zoned area, designed as a Commercial and Recreational amenity for use by ALL community members in Coto de Caza; resulting in higher property values for all.

Oak Grove Project Location (approximate)

Four Pines Pastures (formerly known as Maxwell Stables)

The property is under new ownership, purchased by a local Coto resident in 2021. The one acre lot has been divided into twelve separate pastures for use as hourly horse pasture rental.

There are no plans to develop the property.

The new owner intends to keep the property for continued equestrian use.

Four Pines Pasture Location (approximate)

Coto Equestrian Center adjacent property (formerly known as the O.C. Polo Club)

Under private ownership as of early 2018, the owner has indicated a desire to build a private barn and related equestrian amenities. No formal plans for this property have been submitted to the County.

Currently, there are no plans to develop the property for any use other than equestrian activities.

Coto Equestrian Center Adjacent Property Location (approximate)

Via Terracaleta Custom Estates

The Via Terracaleta development was first proposed to the county in 2015, consisting of six additional single family residential lots and homes in Coto de Caza Planning Area 5.

As of June 2019, the county has been presented with a new development proposal.

This project has seen little activity since 2020 and remains in process with the County.

Via Terracaleta Project Location (approximate)

Coto Meadows (formerly known as Khalda Development)

The Coto Meadows project was approved by the County Board of Supervisors in December 2011, consisting of seven Single Family residential lots and six Open Space lots east of Van Gogh Way.

In Favor

An Environmental Impact Report was completed and approved by the County Board of Supervisors in 2011. The large lot sizes and quality of design reflect and enhance the rural, historic character of the Coto community. In addition, over 50 acres of adjacent land have been donated to the U.S. Fish and Wildlife Service as protected Open Space.

COTO PLANNING ADVISORY COMMITTEE

ABOUT CPAC

The Orange County Board of Supervisors has created CPAC to review and comment on proposed land development projects within the Coto de Caza Specific Plan area, including all of the gated communities and the Wagon Wheel Canyon area.

Seven volunteer CPAC members were appointed in December 2016 by County Supervisor Lisa Bartlett for terms of one and two years to provide informed opinions to the County Board of Supervisors regarding proposed project development decisions within Coto de Caza.
